Regarding the solution of the questions of HTAT head teachers in primary education, 

 Using the skills of teachers to address the crisis of education

 This report identifies the 10 most important teacher reforms that policy makers should adopt to achieve equal education for all.

 Fill the shortage of teachers

 On current trends some countries will not be able to meet their primary school teachers requirement by 2030.  This challenge is even more widespread at other levels of education.  Therefore, countries have to adopt policies that can address this widespread shortage.

 Training teachers to meet the needs of all children

 All teachers should be trained so that they can meet the teaching needs of all children.  Teachers should participate in good quality pre-service teacher education programs before going to classrooms which can strike a balance between knowledge of the subjects being taught and teaching practices.  Adequate classroom teaching experience should be made an essential part of training under pre-service teacher education so that they become qualified teachers.  It should put practical skill efforts to teachers so that children are taught to read and they can understand basic mathematics.  Homogeneous societies should be taught to read in more than one language.  Teacher education programs should also create teachers who can teach multiple classes and classes in the same class, and understand how teacher behavior can affect education outcomes for gender differences.  In-service training is important for every teacher to develop and strengthen teaching skills.  It can provide teachers with new ideas for weaker students, especially students in the early grades, and can help teachers bring about change according to the new curriculum.  Innovative approaches such as distance teacher education, as well as training and mentoring, should be encouraged so that both pre-service and in-service subject education can be imparted to a large number of teachers

 Improve teacher authority to maximize impact

 Governments should reform governance policies to address the problems of teacher misconduct such as absenteeism, giving private tuition to their students, and tender-based violence in schools.  Governments can work towards improving the working conditions of teachers to ensure the absence of teachers, to ensure that they are not put extra burden on them by giving them non-teaching assignments and to provide them with good health care.  Solid school leadership needs to ensure that teachers come to school on time, work the whole week and provide equal opportunities to all.  School leaders also need to be trained in providing professional consent to teachers.  Governments should formulate policies with teacher unions and teachers and adopt a code of conduct to deal with non-professional behavior such as gender-based violence.  Violence and abuse should be clearly mentioned in the code of conduct, punishment should be attached to the legal framework of child rights and protection. Where there is private tuition by teachers, clear guidelines including legal support should be made so that  Teachers do not have to abandon classes to learn the course privately.

 Informing teachers about new curricula to improve education

 Teachers need to support holistic and flexible curriculum policies so as to meet the teaching needs of children from neglected groups.  Appropriate course content and delivery method can reduce teacher education disparities so that students with low marks can move along.  Policy-makers should ensure that every classroom curriculum focuses on acquiring solid basic skills for all and is in the language that children can understand.  The course is expected to meet students' abilities as a very ambitious course boundary, and what teachers can do to help children progress.  Bringing children back to school and learning is important.  Governments and donor agencies should support the Accelerated Education Program, giving it a second chance to achieve this goal.  Radio, television, computers and mobile technologies are being used to encourage and improve children's education in many countries.  Teachers in both the formal and non-formal sectors should be provided with the skills to make the most of technology, thereby helping to reduce the digital gap.  It is not enough for children to learn basic skills in school.  A curriculum that encourages inter-disciplinary and participatory education, and develops competencies for global citizenship, is important for teachers to help teachers develop skills transferable by children.

 Assess children who fall behind

 Assessing the classroom so that teachers can help by identifying students who are lagging in education.

 Class based assessment is important so that students who are struggling can be identified and helped.  Teachers need to be trained to use them so that they can detect learning difficulties early and use appropriate strategies to deal with these difficulties.  Evaluating their own progress by providing education material to children, and helping teachers to use them, children can make good progress in education.  Targeted additional support through trained education assistants or community volunteers is another way to improve the education of children who are left behind.

 Providing better data to trained teachers

 Countries should invest in collecting and analyzing the number of trained teachers available throughout the country on an annual basis, providing education at all levels, taking into account characteristics such as gender, ethnicity and disability.  These data should be completed by giving information on the potential of teacher education programs in which teachers can be assessed for merit.  Internationally agreed standards need to be established for teacher education programs to ensure their comparability. More and better data on the salaries of teachers in low- and middle-income countries is needed so that the national government and the international community can  Monitor how much teachers are paid and alternative awareness needs to be raised to give them better pay.
